It doesn’t take Nostradamus or even one of Dionne Warwick’s psychic friends to predict a charter commission for Barnstable in 2007. There’s a strong desire among many behind the effort to change the town’s top executive from an appointed town manager to an elected mayor, accountable to the voters and replaceable at regular intervals if needed.
