Chinese restaurant owners ousted in light of illegal drug activity on premises

The Shanghai Restaurant in Hyannis is no more. A recent police investigation at the Chinese restaurant at 11 Ridgewood Ave. has resulted in several arrests and blown the top off what appears to have been a steady illegal narcotics operation run by patrons.

During a three-month investigation into cocaine and heroine distribution led by Barnstable police, plainclothes officers reportedly made 12 illegal narcotics purchases from 8 individuals inside the restaurant. Police called many of the drug buys "blatant", saying they were done out in the open.

At the end of December, three individuals were arrested and charged with selling illegal drugs at the Shanghai. Days later, two more men were arrested in connection with the Shanghai operation.

On January 12, the Barnstable Licensing Authority held a show cause hearing claiming violations of the Code of the Town of Barnstable Section § 501-8 Environs of licensed premises and Section § 501-12 Illegal activity on the licensed premises. The agenda for the hearing read, "It is alleged that 11 counts of illegal drug activity took place on the licensed establishment both in the bathrooms and out in the public areas of the restaurant between the dates of September 6, 2014 and November 21, 2014." The hearing resulted in the license being pulled. The owners of the Shanghai have claimed no knowledge of the illegal narcotics dealings. As part of Section § 501-12, licensees are required to "make all reasonable and diligent efforts to ensure that illegal activities do not occur at the licensed premises."

During a Barnstable Licensing Authority meeting to be held on Wednesday, Jan. 21, the authority will be asked to extend the license revocation date of January 19, 2015 to January 31, 2015.

Whether the owners of the Shanghai appeal the revocation and are able to reacquire their license, they will need to find a new location.  A commercial listing appeared on Craigslist Monday offering 11 Ridgewood Ave. for lease. The ad reads, "Restaurant ready for new occupant!" and offers the home of the former Chinese restaurant for $3,000 per month.

The Craigslist ad begins, "Existing restaurant for lease. This location has been in operation since 1977." The 2,200 square foot restaurant features a kitchen with refrigerators/coolers, freezers, burners, broilers and fryers. The owner of the building is seeking an experienced person who currently owns a restaurant or has owned one in the past, according to the ad. 

According to Barnstable assessor's records, the building at 11 Ridgewood Ave. is owned by Christos and Stamatella Pissimissis. The current owners purchased the location, which was built in 1920, in 1975.
