WCVB Boston is reporting that the of the car apparently fleeing from police that crashed  into and killed Marine Corps Veteran and new father Kevin Quinn, 32, of Mashpee was free in the community after his bail had been drastically reduced.

Mickey Rivera, age 22, of Fall River was also killed in the crash.

WCVB reports that Rivera had been indicted on charges including armed and masked robbery in connection with a March 2015 crime.  His bail had been set at $30,000 and he had been held more than two years.  On September 19, 2017 his attorney successfully petitioned the court to reduce his bail to $1,000.  This decision was based in part on a Supreme Judicial Court ruling that judges should set bail at a level defendants can afford.
