Two arrested twice in the same week; Eight OUIs; Abandoned 911 call leads to protective custody

During the 3 week period of Monday, July 14, 2014 to Sunday, August 3, 2014, the officers of the Falmouth Police Department responded to 1,884 calls for service.

Over the course of three weeks, there were 18 domestic disturbance calls resulting in 6 arrests and one person being taken into protective custody (PC). There were 44 disturbance/disorderly calls (5 arrests, 4 PC), 4 assault and battery/assault calls, 7 reported threats and 7 reports of harassment. Officers had 21 summons-related calls, 16 restraining order-related service (7 served in hand), 12 warrant service-related calls (during which 8 arrests were made), 3 search warrant calls (3 arrests) and 2 harassment order related-calls (one served in hand). There were 4 restraining order violations, one of which resulted in arrest.

Officers responded to 28 larceny calls (one citation issued), one reported robbery, 15 residential break-ins, 15 motor vehicle/trailer break-ins, one commercial break-in and 2 boat break-ins, one of which was canceled. Four cars were reported stolen (one resulted in the arrest of 2, see below), one license plate was reported stolen/lost, there were 6 reports of ID theft/fraud, one report of forgery/uttering and 10 reports of shoplifting. Officers also conducted one pawn shop inspection.

There were 3 emergency calls, 4 overdoses, two unattended deaths, 5 Section 35 (alcohol/drugs) calls, 4 Section 12 (mental illness) calls, 3 suicide threats/attempts and 7 persons reported missing. There were 36 welfare checks, one resulting in arrest and one in protective custody.

There were 26 reports of intoxicated persons resulting in one arrest and 7 people taken into protective custody. There were 11 unwanted guests reported, 5 reports of trespassing (one trespass order served), 12 reports of vandalism, 2 reports of illegal dumping, 3 drug law violations, 2 reports of annoying phone calls, one abandoned 911 call ending in protective custody, gunshots heard on 7 occasions, 39 noise complaints (one arrest), 12 ATV/dirtbike complaints and 7 fireworks complaints.

There were 29 suspicious person calls (one arrest), 22 suspicious vehicle calls (one arrest) and 19 animal complaints. Officers responded to 114 alarms (one bylaw citation) and were called upon to preserve the peace on 4 occasions. Officers assisted the fire department on 13 occasions (one PC), other police departments on 6 occasions and citizens on 48 occasions.

Seventy-four motorist were pulled over and 16 citations were issued. Nine people were also arrested during traffic stops (see below). There were 104 motor vehicle-related calls including traffic hazards, disabled vehicles and parking violations. Thirty-two citations/parking tickets were issued and two cars were towed. Officers also responded to 30 erratic motor vehicle calls, arresting two for OUI (see below).

There were 51 arrests:

  • On Sunday, August 3 at 10:54 p.m., Debbi Tragiannopoulos, 34 of 87 Colonial Way in Falmouth, was arrested following a domestic disturbance at that address and charged with two counts of assault and battery (simple).
  • On Sunday, August 3 at 7:27 p.m., Nancy B. Ross, 50, of 42 Edgewater Dr. in W. Falmouth, was arrested following a motor vehicle crash on Teaticket Highway and charged with OUI-liquor and negligent operation of a motor vehicle.
  • On Sunday, August 3 at 5:31 p.m., Ronald M. Blanchard, 64, of 25 Morgan Circle in Mashpee, was arrested during an erratic driving call at Sandwich Road and Carriage Shop Road and charged with OUI-liquor and operating to endanger.
  • On Sunday, August 3 at 5:25 p.m., David Pepanyan, 49, of 17 Fairview Ave. in Watertown, was arrested during an erratic driving call on Sandwich Road and charged with OUI-liquor and marked lanes operation.
  • On Sunday, August 3 at 2:06 a.m., Erick Wolfinger, 27, of 21 Heritage Circle in Falmouth, was arrested during a motor vehicle stop on Braeside Road and charged with OUI-liquor, OUI-drugs, possession of a Class D substance with intent to distribute, marked lanes violation and negligent operation of a motor vehicle.
  • On Saturday, August 2 at 12:34 a.m., Evan M. Jones, 23, of 57758 Cedar Mill Drive in New Hudson, MI, was arrested during a disturbance/disorderly call and charged with malicious destruction of property +$250 and disorderly conduct.
  • On Friday, August 1 at 9:23 p.m., Karen Ann Moore, 55, of 490 Teaticket Highway in Falmouth, was arrested during a disturbance/disorderly call at that address and charged with assault and battery (simple).
  • On Friday, August 1 at 1:51 a.m., Reuben Z. Walton, 23, of 9 Park Road in Woods Hole, was arrested during a motor vehicle stop on Main Street and charged with OUI-liquor, marked lanes violation and operating to endanger.
  • On Friday, August 1 at 12:04 a.m., John Manuel Estrela, 33, of 145 Tanglewood Drive in East Falmouth, was arrested during a motor vehicle stop at Gonsalves Lane and Sandwich Road on an open warrant.
  • On Thursday, July 31 at 10:47 p.m., Erin Elizabeth Pierce, 31, of 21B Saint Andrews Way in Falmouth, was arrested following a motor vehicle crash at Sandwich Road and Brick Kiln Road and charged with unlicensed operation of a motor vehicle, OUI-liquor, negligent operation of a motor vehicle, leaving the scene of property damage and marked lanes violation.
  • On Thursday, July 31 at 10:11 p.m., Robert Michael Estrella, 23, of 116 Seabrook Dr., Apt. 22 in East Falmouth, was arrested during a motor vehicle stop on Teaticket Path and charged with operating a motor vehicle with a suspended/revoked license (subsequent offense) and speeding.
  • On Thursday, July 31 at 9:41 a.m., Luis A. Gonzalez, 33, of 153 Sandwich Road in Teaticket, was arrested during an attempt to locate call on Main Street on three outstanding warrants.
  • On Thursday, July 31 at 3:19 a.m., Edward A. Feren, 47, of 62 Golf Drive in Port St. Lucie, FL, was arrested during a welfare check on Jones Road on an outstanding warrant.
  • On Wednesday, July 30 at 10:39 p.m., a 17-year-old juvenile was arrested during a loud music/party/noise call on Crystal Spring Ave. and charged with person under 21 in possession of liquor.
  • On Tuesday, July 29 at 10:14 p.m., George T. Lumbert, 54, homeless, was arrested during an attempt to locate on East Falmouth Highway on three outstanding warrants.
  • On Tuesday, July 29 at 9:17 p.m., Richard Bozora Jr., 42, of 485 Teaticket Highway, Apt. 7 in Falmouth, was arrested during  a domestic disturbance at that address and charged with assault and battery (simple).
  • On Tuesday, July 29 at 5:35 p.m. a 16-year-old juvenile was arrested during an attempt to locate call on Route 28 North and charged with disorderly conduct, assault and battery on a police officer, assault and battery with a dangerous weapon, resisting arrest and malicious injury to real or personal property.
  • On Monday, July 28 at 6:56 p.m., Justin R. Beckwith, 20, of 485 Teaticket Highway, Apt. 18 in Teaticket, was arrested during a warrant service at that address on two outstanding warrants. Beckwith was arrested with Macura, see below.
  • On Monday, July 28 at 6:56 p.m., Jessica Marie Macura, 23, of 485 Teaticket Highway, Apt. 18 in Teaticket, was arrested during a warrant service at that address on an outstanding warrant. Macura was arrested with Beckwith, see above.
  • On Monday, July 28 at 10:44 a.m., Kane Julius Washington, 21, of 7 Pinecrest Beach Drive in East Falmouth, was arrested during a warrant service on Ter Heun Drive.
  • On Monday, July 28 at 12:57 a.m., Lisa Marie Taylor, 48, of 207 Plum Hollow Road in East Falmouth, was arrested during a suspicious person call at Barrows Road and Fresh Pond Road and charged with possession of a Class A substance (subsequent offense), possession of a Class B substance (subsequent offense) and receiving stolen property -$250.
  • On Sunday, July 27 at 5:42 p.m., Rocco Francis Maffei, 37, of 36 Lake Way in Falmouth, was arrested during an intoxicated person call on Quissett Harbor Road and charged with OUI-liquor (2nd offense), registration not in possession and possession of an open container of alcohol in a motor vehicle.
  • On Sunday, July 27 at 3:49 a.m., Madeline Lane Fahey, 21, of 35 Albion Road in Wellesley, was arrested during a disturbance/disorderly call on Ter Heun Drive and charged with disorderly conduct, assault and battery on a police officer and two counts of assault and battery (simple).
  • On Saturday, July 25 at 1:19 p.m., William A. Rogers III, 31, of 32 Elain Ave., Apt. A in East Falmouth, was arrested during a residential breaking and entering call on Commodore Lane and charged with larceny over $250, larceny from a building, malicious injury real or personal property, disorderly conduct, breaking and entering a building in the daytime for a felony, three counts of possession of a Class E substance with intent to distribute and receiving stolen property +$250. Rogers was arrested on 7/21 for driving with a revokes/suspended license.
  • On Saturday, July 25 at 9:18 a.m., Russell Pena, 35, homeless, was arrested during a domestic disturbance at Worcester Court and charged with assault and battery (simple), kidnapping and intimidating a witness.
  • On Thursday, July 24 at 1:21 a.m., Phillip Lee Robbins, 41, of 20 Edgerton Drive, Apt. 2A in Falmouth, was arrested during a restraining order violation call on Main Street and charged with violation of an abuse prevention order. There was also an outstanding warrant for Robbins.
  • On Thursday, July 24 at 12:36 a.m., Michael K. Melvin, 37, homeless, was arrested during an attempt to locate call on an outstanding warrant.
  • On Wednesday, July 23 at 11:38 p.m., Matthew R. Ouimet, 23, of 95 Rickenbacker Road in East Falmouth, was arrested following a motor vehicle crash at Waquoit Highway and Waquoit Landing Road and charged with OUI-liquor and negligent operation of a motor vehicle.
  • On Wednesday, July 23 at 6:24 p.m., Kelly Marie Abarca, 28, of  364 East Falmouth Highway, Apt. 104 in East Falmouth, was arrested on Route 151 during a warrant service.
  • On Wednesday, July 23 at 2:28 p.m., Alexander Tourles, 25, of 45 English Street in Falmouth, was arrested during a warrant service at that address.
  • On Wednesday, July 23 at 1:05 p.m., Jason Hendricks-Clin Tobey, 18, of 23 Homestead Lane in East Falmouth, was arrested during the execution of a search warrant at that address and charged with possession of a Class A substance with intent to distribute and possession of a Class B substance with intent to distribution. Tobey was arrested with Eric Campbell, see below. Tobey was also arrested on 7/21 on a warrant, see below.
  • On Wednesday, July 23 at 1:05 p.m., Eric M, Campbell, 32 of 461 Teaticket Highway, Apt. 1 in Falmouth, was arrested during the execution of a search warrant at 23 Homestead Lane in East Falmouth and charged with possession of a Class B. Campbell was arrested with Tobey, see above (and see Campbell arrest below).
  • On Wednesday, July 23 at 1:37 a.m., Amy Lyn Campbell, 32, of 461 Teaticket Highway in East Falmouth, was arrested during a suspicious motor vehicle call on Menauhant Road and charged with possession of a Class B substance.
  • On Tuesday, July 22 at 10:14 p.m., Michael P. McGinnis, 23, of 83 Brewster Road in Mashpee, was arrested during a disturbance/disorderly call on Route 151 and charged with disorderly conduct.
  • On Tuesday, July 22 at 8:24 a.m., William A Rogers III, 31, of 32 Elain Ave. in Falmouth, was arrested during a motor vehicle stop on Elain Ave. and charged with operating a motor vehicle with a suspended/revoked license-subsequent offense and speeding in violation of special regulation. Rogers was arrested on drug and larceny charges on 7/23, see above.
  • On Monday, July 21 at 4:23 a.m., Jason Hendricks-Clin Tobey, 18, of 215 Gifford Street in Falmouth, was arrested during a warrant service on Homestead Lane. Tobey was arrested again on 7/23 on drug distribution charges, see above.
  • On Monday, July 21 at 2:15 a.m., Hugh C. Robinson, 41, of 88 Pond Street in Randolph, was arrested during a motor vehicle stop at Route 28N and Thomas B. Landers Road on an straight warrant.
  • On Sunday, July 20 at 11:04 a.m., Adam P. McGue, 30, of 348 Sandwich Road in East Falmouth, was arrested during an attempt to locate on Davis Straits on an outstanding warrant.
  • On Sunday, July 20 at 1:20 a.m., Andrew W. Sanders, 27, of 571 Carriage Shop Road, Apt. C in Falmouth, was arrested following a motor vehicle crash on Surrey Lane and charged with OUI-liquor, operating to endanger, leaving the scene of property damage, marked lanes violation and speeding.
  • On Saturday, July 19 at 10:21 a.m., Patrick G. Doyle, 35, of 86 Vidal Ave. in Falmouth, was arrested during a motor vehicle stop  on Vidal Ave. on two outstanding warrants. Doyle was arrested with Pariseau (see below).
  • On Saturday, July 19 at 10:21 a.m., Joseph Pariseau, 33, of 10 Blueberry Lane in Falmouth, was arrested during a motor vehicle stop on Vidal Ave. on an outstanding warrant. Pariseau was arrested with Doyle (see above).
  • On Friday, July 18 at 10:13 p.m., Meredith Pratt, 45, of 76 Priscilla Street in Falmouth, was arrested during a domestic disturbance at that address and charged with assault and battery (simple).
  • On Friday, July 18 at 8:40 p.m., Samantha Lynn Gardner, 24, of 36 Periwinkle Lane in Mashpee, was arrested during an attempt to locate call on Ter Heun Drive on four outstanding warrants.
  • On Friday, July 18 at 9 a.m., James John Pierson, 45, of 246 North Falmouth Highway, Apt. 3 in North Falmouth, was arrested during a search warrant execution at that address and charged with breaking and entering a building in the nighttime for a felony, larceny from a building and malicious destruction of property under $250.
  • On Wednesday, July 16 at 2:04 p.m., Devin James Cunnigham, 18, (homeless) Falmouth, was arrested during an erratic motor vehicle call at Waquoit Highway and Parsons Lane. The vehicle Cunnigham was driving was reported stolen from Worcester Court at 12:21 a.m. Cunningham was charged with failure to stop for police, reckless operation of a motor vehicle, unlicensed operation of a motor vehicle, person under 21 in possession of liquor and receiving stolen property (motor vehicle). Cunningham was arrested with Jones (see below).
  • On Wednesday, July 16 at 2:04 p.m.,Marquis Jones, 24, of 26 Alderberry Lane in Falmouth, was arrested during an erratic motor vehicle call at Waquoit Highway and Parsons Lane. The vehicle Jones was in was reported stolen from Worcester Court at 12:21 a.m. Jones was arrested on an outstanding warrant. He was arrested with Cunningham (see above).
  • On Wednesday, July 16 at 2:26 a.m., Michael S. McLane, 24, of 15 Richmond Road in Assonet, was arrested during a warrant service on Main Street.
  • On Wednesday, July 16 at 1:23 a.m., Tyler Jonathan Clark, 28, of 3455 Table Mesa Drive, Apt. L238 in Boulder, CO, was arrested during a domestic disturbance call on Main Street and charged with disorderly conduct, disturbing the peace and malicious destruction of property under $250. Clark was arrested with Stenstrom (see below).
  • On Wednesday, July 16 at 1:23 a.m., Elizabeth Margaret Stenstrom, 37, of 3455 Table Mesa Drive, Apt. L238 in Boulder, CO, was arrested during a domestic disturbance call on Main Street and charged with disorderly conduct, disturbing the peace and malicious destruction of property under $250. Clark was arrested with Clark (see above).
  • On Tuesday, July 15 at 12:27 a.m., Phillip Lee Robbins, 41, of 536 Main Street, Apt. 2A in Falmouth, was arrested at that address during a domestic disturbance and charged with assault and battery (simple) and assault to murder.
  • On Tuesday, July 15 at 12:14 a.m., James Metellus, 24, of 246 Weir St., Apt. 1 in Taunton, was arrested during a motor vehicle stop at Sandwich Road and Brick Kiln Road and charged with possession of a Class A substance, possession of ammunition with an FID card and motor vehicle lights violation.
